<p>Riassumiamo la situazione.</p>
<p><b>Che cosa e` la Carta Regionale dei Servizi del Friuli Venezia Giulia?</b></p>
<p>Il suo motto recita <i>&quot;un&#8217;unica carta per un accesso veloce a tanti servizi&quot;</i> proprio perche` la <b>Carta Regionale dei Servizi</b> (in seguito <b>CRS</b>) e` una <b>smartcard</b>, ovvero una schedina simile ad un bancomat, che fa le veci di tessera sanitaria, assicurazione sanitaria, codice fiscale e altre cose, tutto in un&#8217;unica schedina.<br />La CRS, essendo strettamente <b>personale</b>, va conservata con cura ed esibita per tutte<br />
                            le operazioni richieste al Servizio Sanitario Regionale o nel caso ci si debba recare<br />
                            all&#8217;estero e si abbia bisogno di visite sanitarie.<br />Inoltre la schedina svolge funzionalita` di <b>autenticdevo azione</b> del proprietario, quindi e`possibile usufruire dei<br />
                            servizi digitali offerti dalla Pubblica Amministrazione regionale anche attraverso<br />
                            Internet. <br />Questi servizi riguardano principalmente la sanitÃ , gli Enti Locali, la<br />
                            scuola, la fiscalitÃ  locale, la mobilitÃ  e nello specifico consentiranno di effettuare:<br />
                            la richiesta di certificazioni e prestazioni, pagamenti sicuri dei servizi pubblici,<br />
                            l&#8217;accesso ai referti medici, la consultazione della propria storia sanitaria nell&#8217;ottica<br />
                            della continuitÃ  delle cure, la scelta/revoca del medico ed altri ancora.<br />L&#8217;obbiettivo del progetto e` inserire in questa schedina tutte i dati del cittadino e renderla un mezzo di interazione con la Pubblica Amministrazione del Friuli Venezia Giulia.<br />Il suo utilizzo e` quindi <b>essenziale per ogni cittadino</b>.</p>
<p><b>Come viene distribuita?</b></p>
<p>La CRS viene spedita ad <b>ogni residente</b> del <b>Friuli Venezia Giulia</b> che puo` utilizzarla da subito parzialmente, mentre per utilizzare le sue funzionalita` di <i>&quot;carta d&#8217;identita` digitale&quot;</i> deve recarsi presso la Pubblica Amministrazione per una breve identificazione.<br />Quindi <b>ogni cittadino</b> del Friuli Venezia Giulia che <b>possiede</b> questo nuovo ritrovato tecnologico <b>puo` utilizzarlo</b> nelle sue interazioni con l&#8217;Azienda Sanitaria e la Pubblica Amministrazione.</p>
<p><b>Ma i cittadini non avevano gia` una smartcard?</b></p>
<p>Esatto, la gran parte dei cittadini del Friuli Venezia Giulia disponevano gia` di  una smartcard, la Carta del cittadino, meglio conosciuta come <b>Carta del Carburante</b>. <br />Essendo le finalita` della CRS diverse viene scelto di emettere un&#8217;altra smartcard.</p>
<p><b>Come il cittadino utilizza la sua CRS?</b></p>
<p>Il cittadino utilizza la sua CRS <b>esibendola</b> ad ogni interazione con la Pubblica Amministrazione e l&#8217;Azienda Sanitaria.<br />Ad esempio un cittadino si rece ad una visita medica in ospedale, esibisce la sua CRS e il medico <i>&quot;carica&quot;</i> su di essa tutti i dati riguardanti la visita svolta. In modo che tutta la storia medica del paziente sia memorizzata all&#8217;interno della CRS.<br />Inoltre il cittadino puo` utilizzare da solo la CRS per visualizzare sul <b>suo personal computer</b> di casa i referti medici delle sue visite o per essere identificato sui siti web istituzionali.</p>
<p><b>Come funziona tecnicamente?</b></p>
<p>Ad ogni cittadino viene dato oltre alla smartcard anche un <b>lettore USB</b> per smartcard che puo` <b>collegare al suo computer</b>.<br />I <b>driver</b> sono disponibili sul sito della Regione, e servono a riconoscere il lettore, mentre per leggere la CRS serve un programma chiamato <b>CRS Manager</b>, sempre scaricabile dal sito della Regione.<br />Ogni cittadino puo` quindi inserire la propria CRS nel suo lettore e visualizzare i propri dati personali sul proprio computer, inoltre puo` essere identificato dai siti della Pubblica Amministrazione semplicemente inserendo la CRS nel lettore e digitando un codice PIN, proprio come si fa per i bancomat.</p>
<p><b>Quindi tutti i cittadini possono usare la CRS sul loro computer?</b></p>
<p><b>No</b>. Benche` i driver siano disponibili per tutti i sistemi operativi, anche se spesso non sono nemmeno necessari perche` il sistema operativo provvede a un riconoscimento automatico, il programma per leggere i contenuti della CRS ovvero il CRS Managar e` disponibile <b>solo per Microsoft Windows</b>.<br />Quindi tutti gli <b>utenti Mac OSX e GNU/Linux non possono utilizzar</b>e la CRS. <br />Anzi, sembra che nemmeno gli utenti di <b>Microsoft Vista</b> riescano ad utlizzarla, ma sono voci di cui non ho ancora trovato conferma.</p>
<p><b>Esiste una risposta ufficale a questo problema?</b></p>
<p>Certo, sul sito della <a href="http://cartaservizi.regione.fvg.it/CRS/FEFaq.html">CRS si legge</a>:<br /><i>&quot;Il Servizio e-government della Regione Autonoma Friuli Venezia Giulia,<br />
responsabile del progetto SMART - Carta Regionale dei Servizi, Ã¨ a<br />
conoscenza del problema rappresentato dalla attuale mancata<br />
compatibilitÃ  del software di card management con sistemi operativi<br />
diversi da Windows. Tale situazione non Ã¨ da ascriversi ad alcun<br />
intento discriminatorio, ma alla momentanea indisponibilitÃ  di tale<br />
software in altri ambienti. Il Servizio si Ã¨ sin da subito attivato per<br />
porre rimedio a tale mancanza e sta ora attendendo dai partner<br />
tecnologici del progetto indicazioni in merito al rilascio del software<br />
compatibile con sistemi operativi Mac e Linux. Non appena sarÃ<br />
disponibile tale software ne verrÃ  data immediata notizia attraverso<br />
questo sito&quot;</i></p>
<p><b>Ma quanto tempo e` passato?</b></p>
<p>Ormai sono passati <b>sei mesi</b>.</p>
<p><b>Quale e` il problema tecnico?</b></p>
<p>Per riuscire a colloquiare con la CRS il programma CNS Manager si appoggia ad un&#8217;apposita <b>libreria</b> che <i>&quot;conosce come&quot;</i> estrarre i dati dalla CRS.<br />Questa libreria e` stata scritta dal <b>produttore</b> della CRS, esiste solo per Windows, ed e` concessa in <b>licenza</b>.<br />Il che vuol dire che la pubblica amministrazione <b>deve pagare</b> l&#8217;azienda produttrice della CRS per ogni versione di sistema operativo su cui vuole che la CRS funzioni.</p>
<p><b>E allora facciamo i nomi?</b></p>
<p>L&#8217;avventura della CRS inizia l&#8217;8 settembre 2006 quando le prime CRS vengono consegnate a al presidente della Regione Riccardo Illy ed agli altri politici regionali,<br />
da parte del direttore regionale dell&#8217;Agenzia delle Entrate, Franco<br />
Latti, e dell&#8217;assessore ai Sistemi Informativi Gianni Pecol Cominotto.<br />Nel 2004 la Regione ha firmato l&#8217;Accordo di Programma Quadro con il<br />
ministero dell&#8217;Economia e Finanze nel quale e` stato inserito il<br />
progetto SMART, intervento che prevedeva l&#8217;avvio sperimentale della<br />
nuova Carta Regionale dei Servizi.<br />Venne creato un tavolo di lavoro congiunto composto da Regione, il ministero e<br />
l&#8217;Istituto Poligrafico e Zecca delle Stato, il Servizio per l&#8217;E-government della Regione, l&#8217;Agenzia regionale della Sanita`e l&#8217;Insiel s.p.a che ha il compito di gestire tecnicamente il progetto.<br />Il costo dell&#8217;intera operazione, che svolto in autonomia dalla Regione<br />
sarebbe stato superiore ai 12 milioni di euro, e` di circa <b>9,5 milioni<br />
di euro</b>.</p>
<p><b>Un mio parere etico</b></p>
<p>La tecnologia avanza ed e` bene che anche la Pubblica Amministrazione innovi i suoi servizi, da un lato semplificando le sue procedure burocratiche e dall&#8217;altro aumentando al comodita` e le funzionalita` date ad un cittadino.<br />Ma <b>tutti sono cittadini</b>, dal primo all&#8217;ultimo, ed e` in quest&#8217;ottica che lo Stato deve pensare, senza escludere nessuno.</p>
<p><b>Un mio parere tecnico</b></p>
<p>Quando impareranno? Questo e` il mio parere.<br />Valutiamo le decisioni che sono state fatte dai tecnici deputati a scegliere l&#8217;architettura della CRS, e` una <b>scelta totalmente proprietaria</b>.<br />Il che vuol dire che devono pagare per le smartcard, devono pagare per i lettori, devono pagare per i driver, devono pagare per i software, devono pagare per le licenze. Insomma: <b>devono pagare</b>.<br />Perche` essendo la CRS una carta proprietaria, solo il produttore conosce come e` fatta, e  l&#8217;unica entita` che puo` scrivere dei programmi per tale carta, e` il produttore, che vuole essere pagato per scrivere qualcosa.<br />Sarabbe bastato indicare nella fase di studio del progetto il requisito che la smartcard e le sue specifiche siano <b>open source</b>, cioe` divulgate pubblicamente, per far in modo che <b>chiunque</b> potesse scrivere un programma che usi la CRS.<br />La pubblica amministrazione avrebbe <b>risparmiato</b>, e se un sistema operativo non fosse supportato <b>chiunque</b> potrebbe scrivere il programma perche` lo diventi.<br />Invece ora probabilmente a forza di spendere e spandere per soluzioni proprietarie, i soldi sono finiti, e non verranno acquistate le licenze o finanziato lo sviluppo per far funzionare la CRS anche sugli altri sistemi operativi.</p>

<p>Smarty generates web content by the placement of special <i>Smarty tags</i> within a document. These tags are processed and <a title="Variable" href="http://en.wikipedia.org/wiki/Variable#Variable_interpolation">substituted</a> with other code.</p>
<p>Tags are directives for Smarty that are enclosed by <a title="Delimiter" href="http://en.wikipedia.org/wiki/Delimiter#Bracket_delimiters">template delimiters</a>. These directives can be <a title="Variable" href="http://en.wikipedia.org/wiki/Variable">variables</a>, denoted by a dollar sign ($), functions, or <a title="Conditional statement" href="http://en.wikipedia.org/wiki/Conditional_statement">logical</a> or <a title="Control flow" href="http://en.wikipedia.org/wiki/Control_flow">control flow</a> statements. Smarty allows PHP programmers to define functions that can be accessed using Smarty tags.</p>
<p>Smarty is intended to simplify <a title="Encapsulation" href="http://en.wikipedia.org/wiki/Encapsulation">compartmentalization</a>, allowing the presentation of a web page to change separately from the back-end. Ideally, this eases the costs and efforts associated with <a title="Software maintenance" href="http://en.wikipedia.org/wiki/Software_maintenance">software maintenance</a>. Under successful application of this development strategy, designers are shielded from the back-end coding, and PHP programmers are shielded from the presentation coding.</p>
